IsolatedStorage and Caching Block

Hello, am trying to switch from memory to isolated storage w/in Entlib (2.0). Running an HTTPModule on w2003 and getting Access Denied on init with stack:

Does anyone know what the proper permissions should be for the Network Service user to enable functionality?
