When I try to install Enterprise Library 4.1 on Vista, it fails immediately. Here is the log, any insight would be greatly appreciated.

Did you run the installer  with elevated permissions (Run as Administrator)?

I deleted the .msi and re-downloaded it. Same result.

I also tried installing v4.0. Same result.

I read the thread you referenced, it doesn't apply; I have no encryption or any other funky permission/security stuff on my box.

I tried stopping Avast On-Access protection and exiting Windows Defender. Same result.

I then opened up a VM that had XP on it and ran the exact same .msi (copy/pasted from the host_. It installs perfectly.

I've also successfully installed this library on other machines in the past. So, there's something particular about my host machine that this installer doesn't like. The log certainly doesn't give any indication of what the real problem might be. What information can I provide you that would help us isolate the issue?

What's the error message you're getting right after the installation fails?  Not the one from the log file which you posted above but the one which you immediately see right after installation failure.

Nothing particularly interesting. Just two information entries:

1. Product: Enterprise Library 4.1 - October 2008 -- Installation failed.
2. Windows Installer installed the product. Product Name: Enterprise Library 4.1 - October 2008. Product Version: 4.1.0.0. Product Language: 1033. Installation success or error status: 1603.

It's so strange. There are no specific errors anywhere. Just this generic 1603 and the equally generic "FatalError" in the logs. I'm wondering if I can/should attach a debugger to it?

Have you also tried running the  installer on a compatibility mode?

.msi files can not be run in comparability mode unless you hack them with ORCA ... this seems like a step in the wrong direction. Any other thoughts?

I tried googling for the "1603 fatal error"  and gave me these http://support.microsoft.com/kb/834484, http://h10025.www1.hp.com/ewfrf/wc/document?docname=c01453071&cc=us&lc=en&dlc=en.  Could you check if any of the cause might apply to you?  The latter concerns about a different software installation but the probable cause is on Microsoft Installers so it might also be worth to check. There are actually a lot of results even for "1603 fatal error on windows vista" that turned out, you should also check those out.

I finally got this to work. Turns out my "Automatic Update" in Windows was misbehaving and I had to reset it using: http://support.microsoft.com/kb/971058/en-us

Once I did that, I ran the latest updates and after that, the installer worked like a charm. Wish I could pinpoint the exact update that fixed the issue, but there were over 60 installed. Suffice it to say, if anyone else is having a similar problem, make sure you run a Windows Update.
