This is in response to the item logged in the Issue tracker -

If you want to use the CommonValidation.config, you should set it as the Selected Source property of the Configuration Sources node.  However, doing that would cause entlib to read all other application block settings from that file.  So if you only want to use the CommonValidation.config for validation settings, you can use .NET's configSource attribute feature.

<validation configSource="CommonValidation.config" />

This doesn't require you to add the CommonValidation.config as a File Configuration Source in your config file. 

Take note also that configSource requires a relative physical path.
