Non-admin account cannot write to the event log on Win2003 R2

ASP.NET application running under non-admin account on Win 2003 R2 cannot write to event log.

Event source exists
I temporary gave the account local admin permissions, it posted entry under Enterprise Library Logging. No loggin if admin permission is removed. Power user does not work either.

User has permissions on HKLM\System\CurrentControlSet\Service\EventLog
I gave Full permissions

What else can I try?

I add Flat File Trace Listener into Logging Errors & Warnings category, here is what is recorded there:

Exception Type: System.InvalidOperationException
Message: Cannot open log for source 'MyWeb'. You may not have write access.
Data: System.Collections.ListDictionaryInternal
TargetSite: Void OpenForWrite(System.String)
HelpLink: NULL

I know that the account has write access. I even created a test program that impersonates this user account and writes to the log fine..

I have a similar problem. Everything works fine in my PC but fails when I move to production enviromnent.
