Wasabi | rules.xml | rank attribute

I was doing testing with the rank attribute and it appears that the higher number is the higher rank.  For example:


<rule name="ScaleUp_4" rank="10" description="Scale up by 4" enabled="true"> <when> <greaterOrEqual operand="job_factor" than="4"/> </when> <actions> <scale target="targetRole" by="4"/> </actions> </rule>

<rule name="ScaleUp_2" rank="15" description="Scale up by 2" enabled="true"> <when> <greaterOrEqual operand="job_factor" than="2"/></when> <actions> <scale target="targetRole" by="2"/> </actions> </rule>


When both of these rules are meet, such as:

job_factor >= 4

I was noticing that ScaleUp_2 was getting fired rather than ScaleUp_4.  Is rank highest number, highest priority?
